Signed on November 22, 1920, the Arbitral Award of President Woodrow Wilson (the "Wilsonian Armenia" decision) was a legally binding international decision determining the border between Turkey and Armenia following World War I. Based on Article 89 of the Treaty of Sèvres, it awarded Armenia control over the provinces of Erzurum, Trebizond, Van, and Bitlis, granting access to the Black Sea
