This is necessary for several reasons: to solve problems of quality and credibility, norms and standardization, interdisciplinary regulations and financing, information and authorship security. The same global challenges require ensuring natural diversity in science, which is possible if the local scientific thinking and the local languages are preserved. This conceptual paper puts forward the idea that the functions of scientific communication are significantly different from the functions of science itself, therefore it deserves separate attention. Scientific thinking and language ensure the continuity of collective identity and self-awareness, its international representation and natural ecology of communication, the values and their security. Therefore, a country's scientific thought should develop in its people's language. In the internal environment, language serves the cultural self-knowledge of citizens, granting them a dignified identity, which in turn forms moral and ethical immunity and public consent. In the field of external communication, it ensures the presentation of unique knowledge content and the expansion of the space of subjectivity since subjective meanings create mental and physical spaces, which are filled and expanded along with the growth of meanings, needs, and demands. The task of a stable internal and external language policy is to organize and implement conditions conducive to the development of science in the native language and its multilingual dissemination, environment, resources and regulations, to ensure the development of a unique, indigenous language of science, and its multilingual communication in global platforms and initiatives.
